A policy brief of the International Center for Human Development, Armenia
Mobility rights of Republic of Armenia citizens
The Republic of Armenia Constitution ensures the right to freedom of movement for the RA citizens, including the right to free exit from the Republic of Armenia and free entry to the country (Article 25).
Freedom of movement is secured within the Universal Declaration of Human Rights and the European Convention on Human Rights and Freedoms. The mentioned documents also declare the state’s right to apply limitations to the realisation of the mobility rights of its citizens under certain conditions, since in some cases the individual right to free movement of a citizen may contradict the rights of the state, society or other individuals or groups, due to the migrating citizen's fulfillment of commitments ascribed by law in relation to the latter groups.
