No-growth spending?
For Ukraine to see sustainable socio-economic growth, a slew of serious reforms need to take place:
• judiciary reform;
• reform of the residential services sector;
• reform of public services;
• the formation of a proper land market.
These major reforms have been continually postponed. The chances that they will also not be started in 2007 are very high.
Three things are needed for effective reform:
1. A clear vision of the desired results.
2. The allocation of resources.
3. A strict plan of action.
