Parliament outside Parliament: Parliamentary Activity in Bucharest and in the Constituencies

The project implies monitoring the activity of a sample of parliamentarians from 12 constituencies (Alba, Arad, Bihor, Brăila, Braşov, Covasna, Cluj, Dâmboviţa, Iaşi, Prahova, Satu Mare, Timiş) both at central and at local level. In the first stage, we focused our attention on monitoring the activity conducted by the parliamentarians in the parliamentary offices from the represented constituencies, between October and December 2006. Following the information collected by the local monitoring agents and the data extracted from the local media, 12 local reports have been drafted. The local reports, launched in the 12 monitored constituencies, have displayed the activity of the deputies and senators from the counties in which they have been elected, hence including a range of practical information, dedicated to the citizens, and referring to the activity of parliamentary offices. The aim of the local reports was that of making the citizens familiar with the activity of their elected representatives and describing the ways in which the citizens can cooperate and relate to the parliamentarians. Moreover, such reports were also meant to encourage the citizens to get involved into an on-going process of parliamentary office monitoring.

Proiectul presupune monitorizarea activităţii unui eşantion de parlamentari din 12 circumscripţii electorale (Alba, Arad, Bihor, Brăila, Braşov, Covasna, Cluj, Dâmboviţa, Iaşi, Prahova, Satu Mare, Timiş), atât la nivel central cât şi local. Într-o primă etapă, atenţia a fost concentrată asupra monitorizării activităţii desfăşurate de parlamentari prin intermediul birourilor parlamentare din circumscripţiile reprezentate, în perioada octombrie - decembrie 2006. Ca urmare a informaţiilor colectate de monitorii locali şi a datelor obţinute în urma monitorizării presei locale, au fost redactate 12 rapoarte locale6. Rapoartele locale, lansate în cele 12 circumscripţii monitorizate, au prezentat activitatea deputaţilor şi senatorilor în judeţele în care au fost aleşi, cuprinzând şi o serie de informaţii practice, destinate cetăţenilor, referitoare la activitatea birourilor parlamentare. Scopul rapoartelor locale a fost de a face cunoscută cetăţenilor activitatea reprezentanţilor aleşi şi de a prezenta modalităţile prin care cetăţenii pot să colaboreze şi să interacţioneze cu parlamentarii. În plus, prin intermediul acestor rapoarte, s-a dorit încurajarea cetăţenilor să se implice într-un proces de monitorizare continuă a birourilor parlamentare.
