How PASOS is Funded


Strengthening Cross-Border Policy Making, a PASOS Policy Centres' conference, Istanbul, Turkey, 18-20 October 2006

Policy centres from Central and Eastern Europe, the Caucasus, South-Eastern Europe, and Central Asia met with international policy experts, western European think-tanks, representatives of Open Society Institute, the World Bank, and the German Marshall Fund of the United States for an international policy centres‘ meeting, incorporating the PASOS Assembly.

The conference opened with a debate on Turkey as a Foreign Policy Partner for the EU and Central Asia, moderated by Jacek Kucharczyk, PASOS Board member and Director of Programming, Institute of Public Affairs, Poland. Panellists included Suat Kiniklioglu, Director, German Marshall Fund of the United States, Ankara, Turkey, Ozdem Sanberk, Member, Foreign Affairs Commission, Turkish Economic and Social Studies Foundation (TESEV), Murat Bilhan, Chairman, Foreign Policy Platform, University of Culture, Istanbul, Sergey Masaulov, Director of Programmes, Center for Public Policy, Kyrgyzstan, and Anton Artemyev, Director, Kazakhstan Revenue Watch.

The subsequent three-day PASOS conference included think-tank development workshops on Marketing of Ideas and Advocacy Strategies, with Fraser Cameron, Director, EU-Russia Centre, Eóin Young, LGI advocacy trainer, and Verena Knaus of the European Stability Initiative; and on Building Partnerships with Donors, with Professor Peg Hall, co-founder of Mode 2 Associates and professor in fundraising and communications, and Jan Pakulski, Civil Society Specialist at the World Bank.

A further worskhop examined Standards-setting in Policy Work and Policy Centres‘ Governance, and project development meetings followed the formal PASOS Assembly, including election of the PASOS Board of Directors.
