Having accumulated rich experience in the sphere of Track Two Diplomacy (T2D - Unofficial or Public Diplomacy) projects, ICHD signed a contract with the EURASIA Foundation to evaluate T2D projects implemented in Armenia since 2001. The projects were devoted to Armenian-Turkish reconciliation and implemented with the sponsorship of various international organizations, including US agencies.


The goal of the evaluation was to identify the strengths and weaknesses of these T2D projects and come up with a list of recommendations for future implementers.

The evaluation revealed that the projects have mainly relied on theory and noted a serious lack of practical guidelines. Some of the projects were succesful whereas others had a neutral impact. There was also the third group of projects which ended with failure.

The project outcomes have been summarised in a manual entitled "Best Practices" which highlights the activities that can be used in the future and the mistakes that need to be avoided.

In the framework of the project an independent feasibility study for the continuation of the MANEC project was carried out. This study identified the existing opportunities for utilizing the potential of MANEC B2B project, ensuring its effective performance and sustainability.
