The implementation of compulsory medical insurance is planned within the framework of healthcare reform in Azerbaijan. Like in most European countries, the application of compulsory medical insurance has been accepted as a positive step. The application of compulsory medical insurance will not be effective, however if implemented without other complimentary reforms of the healthcare financing system, including strengthening the control on the system to prevent unofficial payments (according to the World Bank, 70% of health care expenses go to unofficial payments).

The successful transition to compulsory medical insurance highly depends on the mechanisms for the application of this new system, and these mechanisms have not been fully identified yet. This may result in the failure of the reform in Azerbaijan.
